{"id":19,"date":"2020-01-07T23:33:12","date_gmt":"2020-01-07T23:33:12","guid":{"rendered":"http:\/\/65.60.14.174\/~hovhoa\/?page_id=19"},"modified":"2020-01-13T18:28:58","modified_gmt":"2020-01-13T18:28:58","slug":"faqs","status":"publish","type":"page","link":"https:\/\/www.hovhoa.org\/index.php\/faqs\/","title":{"rendered":"Frequently Asked Questions"},"content":{"rendered":"\n<p><strong>What are covenants?<\/strong><\/p>\n\n\n\n<p> Covenants are a set of rules and standards  that are created by \nthe association with the primary goal of maintaining  property values. \nThe covenants address a wide range subjects including:  landscape \nmaintenance, parking on the street, stowing of trashcans, signs,  \nparking of boats, trailers and other recreational vehicles, screen \ndoors,  satellite dishes, mailboxes, toys, basketball goals, and several\n others.<\/p>\n\n\n\n<p> A list that addresses the most <a href=\"https:\/\/www.hovhoa.org\/wp-content\/uploads\/2020\/01\/Association_Rules_2010.pdf\">commonly  observed violations<\/a> is available. In addition, the <a href=\"https:\/\/www.hovhoa.org\/wp-content\/uploads\/2020\/01\/HOVHOACovenentsIncorporationBylaws.pdf\">complete set of covenants<\/a> is  also available.<\/p>\n\n\n\n<p> <strong>What is the Architectural Review Committee (ARC)?<\/strong>  \n\t\t\t\t<\/p>\n\n\n\n<p> The ARC is a committee that is tasked with  approving all \nproposed changes to the exterior of any of the dwellings in the  \nassociation. At the point that a homeowner is considering making changes\n to the  appearance of the outside of their property, they are required \nto fill out a  <a href=\"http:\/\/hovhoa.org\/ACR_Form.pdf\">form<\/a> to have\n the changes approved. A description of the changes along with any  \nillustrations is requested as part of the form. Once the form is \nreceived, the  committee chair will then schedule a time for the \ncommittee to visit the  property and gain and understanding of the \nproposed changes. At that point the  project will either be approved or \ndenied. The committee may require  alterations to the project plan \nbefore approving said plan.<\/p>\n\n\n\n<p>\n\t\t\t\t\tTypical projects that require approval  include, re-landscaping of a\n property, removal or addition of a tree, additions  to dwellings, \npergolas, patios, sidewalks, and fences. If you are in doubt,  fill out a\n form to be safe.\n\t\t\t\t<\/p>\n\n\n\n<p>\t\t\t\tProjects that proceed without an approved  plan risk \nconsiderable expense if the association requires modification or  \nremoval of the project deliverables.<\/p>\n\n\n\n<p><strong>What day is garbage picked up?&nbsp;<\/strong><\/p>\n\n\n\n<p>Waste is usually picked up on Tuesdays  (except when a holiday \ninterferes). This includes yard debris, recyclables and  household \ntrash. Please visit the City of Auburn website to ascertain details  \nabout waste requirements. Please also be aware that yard waste should \nNOT be  placed in the street or along the curb, but rather in a corner \nof the driveway.  Lawn clippings and other debris can easily clog storm \nwater drains.<\/p>\n\n\n\n<p>In accordance with city ordinances, allow  for trash receptacles \nto be placed at the curb the day before pickup (Monday)  and require \nthat they be re-stowed by the end of the day after trash pickup  \n(Wednesday).<\/p>\n\n\n\n<p> Trash receptacles should be stowed out of  site from the front \nstreet, preferably in the garage or in the back yard.  Alternatively, \nthey may be stored alongside the dwelling, provided they are \nsubstantially  masked from view by a shrub or other obstacle, such as a \nfence.<\/p>\n\n\n\n<p><strong>What do homeowners fees cover?&nbsp;<\/strong> <\/p>\n\n\n\n<p>Annual  homeowner\u2019s dues cover a variety of cost for the \nhomeowners association. The  largest portion of the dues goes to cover \nthe maintenance of the common areas  which include the pool property, \nthe center of Overcup circle, and the posts  that all the stop signs are\n on. In addition the Association maintains the Ogletree  Village side of\n Ogletree Road and the entrance to Hillbrook Circle. Proceeds of  dues \ncollection are also spent on administrative costs such as sending out \nannual  letters, covenants enforcement, website maintenance, liability \ninsurance, and  telephone costs. A detailed breakdown of budgeted costs \nis available to any  property owner upon request.\n<\/p>\n\n\n\n<p><strong>What do twin home fees cover?<\/strong><\/p>\n\n\n\n<p>In addition to the  yearly association dues, owners of the Twin Homes\n\t\t\t\t  pay a monthly maintenance fee that is dependent on the size\n\t\t\t\t  of the property. This fee covers the costs for their lawn services.\n\t\t\t\t  In addition, a portion of the fee is invested in a \u201croof fund\u201d to\n\t\t\t\t  cover replacement of roofs at the end of their useful life.\n\t\t\t\t  This is not intended to take the place of home owner&#8217;s insurance\n\t\t\t\t  coverage for acts of nature and other such coverable expenses.\n\t\t\t\t  Finally, a smaller portion of the fee is reserved for maintenance\n\t\t\t\t  of the exterior  white fences associated with the\n\t\t\t\t  twin homes. For more details about what the Twin Homes maintenance\n\t\t\t\t  fee covers please see sections 5.12 and 5.13 of the Association\n\t\t\t\t  Bylaws.<\/p>\n\n\n\n<p><strong>Who do I contact if I have a neighborhood problem or  concern?<\/strong><\/p>\n\n\n\n<p>If you have a  neighborhood concerns please contact any of the \nfollowing: the representatives  from your area (Hillbrook, Ogletree, or \nTwin Homes), the association manager  (334-750-0754 or <a href=\"mailto:admin@hovhoa.org\">admin@hovhoa.org<\/a>), the association president.\t\t\t\t<\/p>\n\n\n\n<p>Please be aware that some problems or  concerns are not best \nhandled by the association. Auburn University follows <\/a>a similar  schedule Please check the Auburn City Schools and Auburn University\u00a0 websites for specific details.<\/p>\n\n\n\n<p><strong>Where can (or cannot) place my satellite dish?<\/strong><\/p>\n\n\n\n<p>When the  covenants were originally written, satellite dishes \nwere not nearly as  prevalent as they are today. Because of the changes \nin the popularity and  affordability of this technology, the association\n has had to adapt.\t\t\t\t<\/p>\n\n\n\n<p>Satellite dishes  are permitted in the BACK yard and should be \nmounted on a pole rather than on the  roof or side of a dwelling. \nSatellite dishes that are not properly located may  be required to be \nmoved.<\/p>\n\n\n\n<p class=\"has-text-align-center\">P.O.
